La Dra. Norma Cecilia Serrano Díaz se formó como Médica y Cirujana en la Universidad Industrial de Santander (UIS), una vez obtuvo su grado de médica, empezó su formación como genetista vinculándose al programa de Maestría en Genética Humana de la Universidad Nacional de Colombia (UNAL). Después de esto se trasladó al Reino Unido, donde trabajó como Fellow Research en Biología Molecular en el Centre for Clinical Pharmacology, University College London (UCL), bajo la tutoría del Dr. Aroon Hingorani. Actualmente es candidata a Magíster en Bioética del programa ofrecido por Universidad de Cuyo - Argentina, en convenio con la Organización Mundial de la Salud (OMS). Creó en el año 2000 el Estudio GenPE: Genética & Pre-eclampsia (www.genpe.org), siendo investigadora principal de varios proyectos financiados por entes nacionales, tales como Colciencias, y por internacionales, como la Wellcome Trust (Reino Unido – UK).
